Mainstreaming Scaling in CGIAR – Insights from IPSR, Portfolio Monitoring, and Scaling for Impact

This CGIAR Mainstreaming Scaling Webinar presents three integrated approaches that are shaping how innovation scaling is embedded across CGIAR research and implementation. First, it introduces the Scaling Readiness approached —developed in the late 2010s and now applied to >1000 of CGIAR innovations to clarify scaling intent, assess readiness, identify bottlenecks, and engage scaling partners. Second, it explores CGIAR’s Innovation Portfolio Monitoring and Management system, which uses Scaling Readiness data to track innovation maturity and scaling progress within a robust performance framework. Third, the session presents Scaling for Impact (S4I), a new five-year CGIAR initiative aimed at scaling priority innovations while embedding scaling capabilities system-wide.

The webinar will interest policy makers, donors, foundations, researchers, and implementers working in agri-food systems and broader international development. It will showcase cutting-edge scaling science and highlight the opportunities and tensions of applying a stage-gate, product life-cycle approach to scaling within large decentralized research-for-development systems.

Marc Schut

Marc is passionate about advancing the science and practice of scaling innovation for impact. He holds a PhD in knowledge, technology and innovation with Wageningen University, published more than 50+ articles on innovation and scaling in agri-food systems.

 



Julien Colomer

Jules Colomer leads CGIAR’s Portfolio Performance Unit, driving innovation in research performance management and pioneering AI-integrated approaches to minimise costs and scale impact. He brings over 20 years’ experience in strategy, systems innovation, and evidence use across global research-for-development settings.

 

 

Timothy Krupnik

Timothy is leading CGIAR’s first dedicated system-wide Scaling Program and has directed major research-for-development efforts at CIMMYT. He brings over 20 years of on-the-ground experience driving transdisciplinary research and scaling efforts in collaboration with public and private partners in Asia and Africa.

 

 





MODERATOR: Richard Kohl

Dr. Richard Kohl is an independent consultant specializing in scaling up promising and proven innovations and programs in international development. He has worked extensively in Africa, Asia and Central and Eastern Europe, particularly in agri-food systems, early childhood development, global health and women’s and girls’ empowerment. He has written and published extensively on scaling, including several papers for the Scaling COP on Scaling and Systems and Scaling Principles. He is the co-leader of the COP’s Mainstreaming Scaling initiative, and has in that context has written case studies of the CGIAR, GIZ, and African Development Bank (forthcoming). Richard previously worked for Management Systems International, the OECD Development Center and the US Dept of State. Dr. Kohl lives in Portland OR.
