As global challenges intensify, the gap between what works and what reaches scale has become increasingly costly. The Scaling Community of Practice’s 2026–2030 Scaling Campaign, aims to strengthen scaling practice, build capacity, and embed more effective approaches within institutions, partnerships, and systems over the coming years. By addressing this gap, the Campaign focuses on shifting how institutions and partnerships design, fund, and deliver solutions at scale.

This policy brief distills findings from a three-year SCoP Mainstreaming Initiative examining how major funders embed scaling in their policies and practices. Drawing on 28 in-depth case studies, it shows why transformational (not transactional) scaling is essential, and what funders can change to achieve sustainable, country-level development and climate impact.

Despite decades of investment, too few solutions achieve lasting impact at scale.
