SCALING UP IN FRAGILE STATES

The Scaling-Up in Fragile States Working Group began in May 2016 and includes over 50 professionals from bilateral donors, multilateral institutions, universities, think tanks, business and non-governmental aid agencies. The Group serves as a platform for thought leadership and dialogue on scaling-up in fragile states, as well as a repository of research, policy reports and other resources that inform scaling in difficult contexts.  Additionally, the Group serves as a sounding board for members to share challenges and assess opportunities around specific initiatives–wherever they are in the scaling process.  Group members may invite their partners and affiliates to participate in a session and benefit from the Group’s input on their scaling initiatives in fragile contexts.

The Working Group’s scope of inquiry involves:

  • (a) applying scaling-up approaches to bridge the nexus between humanitarian, peace and development interventions;
  • (b) elaborating on the obstacles to scaling in fragile states and how they have been overcome, or when scaling should not have been attempted;
  • (c) promoting adaptive, resilient and politically-smart methods for scaling;
  • (d) examining ways to strengthen country institutions and mobilize private sector finance for durable scaling in a range of fragile contexts;

The Group looks for opportunities to stimulate wider discussions across the Community of Practice in an effort to promote scalable solutions in the context of the Sustainable Development Goals and Leave No One Behind agenda.

Tipping the Scales: Moving from Projects to Scalable Solutions in Fragile States

By Larry Cooley and Jonathan Papoulidis By 2030, an estimated 80% of the world’s extreme poor will live in “fragile states” where global conflict is increasingly concentrated and vulnerability to natural disaster and climate change is on the rise. Actions to achieve the Sustainable Development Goals (SDGs) in these volatile contexts cannot simply focus on mobilizing resources to sustainably meet basic needs and drive down poverty. Instead, the focus must be on a triple bottom line: mobilize resources, manage risks ...

Taking AFDB’s Development Impact to Scale in Fragile Situations

Executive Summary In 2014, the African Development Bank (AfDB) approved a new strategy for addressing fragility and building resilience in Africa that updated its earlier 2008 strategy for enhanced engagement in fragile states. Under its new approach, the Bank recognizes that there is no hope of achieving the Sustainable Development Goals in Africa without successfully addressing fragility and building resilience in the continent. Making the AfDB fit-for-purpose to scale up its impact in addressing fragility and building resilience at a ...

Research Taking Development Activities to Scale in Fragile and Low Capacity Environments

EXECUTIVE SUMMARY Fragile states present one of the greatest challenges to global development and poverty reduction. Despite much new learning that has emerged from within the development community in recent years, understanding of how to address fragility remains modest. There is growing recognition that donor engagement in fragile states must look beyond the confines of the traditional aid effectiveness agenda if it is to achieve its intended objectives, which include statebuilding, meeting the needs of citizens, and managing risk more ...
